meet dawn


Dawn has two sons, Jon and Nick. Dawn formerly worked in the retirement services industry, with pension law and compliance as her specialty areas. As a former mayor and city council person of Mt. Auburn, she wants to preserve and protect small town life. Dawn has finished her second two year term in the Iowa House of Representatives. She served in the 81st and 82nd General Assembly and is looking forward to service in the 83rd. Dawn represents District 39 which is all of Benton County and Marengo, Honey Creek and Washington townships of Iowa County. Her committee assignments for 2009/2010 are Commerce, State Government, Ways and Means, Rebuild Iowa and she is the Ranking Member of the Ethics Committee.

Dawn’s Accomplishments 2007 and 2008 Legislative Session:

In 2008, Dawn was named "Friend of Agriculture" by Iowa Farm Bureau, "Friend of Agribusiness" by the Agribusiness Association, "Guardian of Small Business" by NFIB - National Federation of Independent Business, and "Friend of Iowa Business" by the ABI - Association of Business and Industry.
Opposed “Forced Unionism” legislation that forces Iowans to pay union dues even if they do not belong to the unions. (H-8207)
Supported legislation to protect Iowa’s spending limitation law to prevent the Legislature from spending more than it collects. (H-8673)
Opposed “pork-barrel” spending such as taxpayer paid health club dues for state employees, $100K for a multi-use community center in Des Moines and $750K for the Des Moines Riverwalk project. (SF 2432)
Supported legislation to allow all qualified Iowans who have approved by the county sheriff to carry a concealed weapon. (H-8674)
Voted to repay the Senior Living Trust Fund and require a $200 million balance in the fund. (H-8404)
Supported legislation to base collectively bargained public employee pay increases on job performance and ensure any pay increase must be paid from within the current revenues and NOT raise taxes. (H-8165)
Supported legislation to protect private property rights of Iowans. ( H-8067, H-8068, H-8086, H-8437)
Supported legislation that provided small Iowa-based businesses with the same tax breaks provided to large companies like Microsoft and Google. (H-8555)
Supported legislation that requires all child care providers undergo a criminal background check to improve child care safety. (H-8594)
Supported legislation to eliminate the tax on pension income. (H-8052)
Co-sponsored and won approval of new 21st Century Iowa Scholars program which provides up to $6,000 to students at Iowa’s colleges and universities (HF 32, SF 588, HJ 2037)
Sponsored legislation (bill and amendment) to make sure Iowa students thoroughly understand how to manage their personal finances after high school (HF 441, H-8509 to HF 2679, HJ 1238)
Sponsored a bill to keep more money in the classroom and lower school transportation costs. (HF 2280)
Sponsored a bill to lower college costs for returning veterans of Iowa’s National Guard (HF 2104)
Co-sponsored a bill that requires students at colleges and universities to provide proof of legal status in order to receive in-state tuition. (HF 2477)
Co-sponsored legislation to give the Iowa Braille and Sight Saving School the same 4 percent increase as K-12 schools receive. (H-8476 to HF 2679, HJ 1250)
Co-sponsored legislative to eliminate the use of tax payer dollars on political advertising to lobby the legislature related to the outcome of a piece of legislation (HF 2443, H-8630)
Co-sponsored numerous pieces of legislation to lower taxes on and improve benefits for veterans and their related organizations (HF 25, HF 49, HF 134, HF 605, HF 2037, HF 2045, HF 2073)
Co-sponsored House File 1, Increasing the State Hourly Minimum Wage, House File 1 was passed by the both the House and Senate and was signed into law.
Co-sponsored House File 2417, Exempting the Federal Income Tax Rebates from Iowa Income Tax, the second version of the bill, House File 2342, was passed by both the House and Senate and was signed into law.
Co-sponsored House File 2102, which would have allowed a “freeze” in the assessed value of a home is the owner is aged 65 or older and has a household income of $25,000 or less. If both of those qualifications are met, then the assessed value of the home is assessed at the same value as the previous fiscal year.
Co-sponsored House File 318, which would have provided an income tax credit of $250 to volunteer firefighters or emergency medical services personnel.
Co-sponsored House File 730 and House File 2320, which would have provided an income tax credit for an employer who repays any portion of an employee’s student loan.
Sponsored House File 2095, which would have exempted investment counseling services from the state sales tax.
Floor managed landmark legislation that allowed small businesses to work together to provide health care coverage for their employees and their families (HF 790)
Led the House efforts to standardize health insurance applications for small businesses (SF 346)
Voted to help Iowans keep their health care coverage when changing health insurance plans and to help small businesses to provide coverage to their employees (HF 2539)
Co-Sponsored and won passage of a bill to get more dentists to practice in Iowa (HF 2578)
Sponsored legislation requiring state and local governments to establish procedures for the destruction of documents containing social security numbers and other personal information (HF 2488)
Voted to help protect seniors by standardizing long term care coverage in Iowa and improving state oversight of these insurance plans (HF 2694)
Voted to provide additional money for county mental health services in FY 2008 (HF 909) and in FY 2009 (H-8162 to SF 2425)
Voted to increase the number of kids receiving health care coverage through Iowa’s HAWK-I program (HF 909 and HF 2539)
Voted to improve the quality and safety of child care in Iowa by requiring providers to undergo a state and federal criminal history check (H-8594 to SF 2425)
House File 2286 proposed certain increase criminal penalties for repeat multiple abusers to animals.
House File 2503/2631 proposed to require that a person entering into a contract to grow agricultural seed post a special bond to assure the grower of compensation for growing the seed crop. HF 2503 was approved by the House Agriculture 18-2 (3/5/2008). The bill died on the House Regular Business Calendar.

  • $4,030 for Belle Plaine library through Enrich Iowa 2008 (Enrich Iowa Funding Amounts, 2008)
  • $1,727 for Marengo library through Enrich Iowa 2008 (Enrich Iowa Funding Amounts, 2008)
  • $1,290 for Norway library through Enrich Iowa 2008 (Enrich Iowa Funding Amounts, 2008)
  • $1,774 for Atkins library through Enrich Iowa 2008 (Enrich Iowa Funding Amounts, 2008) See SF 588, HJ 2037 (2007 session, Education Appropriations bill)
  • Voted to create statewide 4 year old preschool grant program. The Center Point-Urbana school district was awarded a $323,179 grant which serves over 100 children. (2007 grant recipient) See HF 877, HJ 1124
  • $39,480 for rail crossings in Vinton (Draft 2009-2013 Iowa Transportation Improvement Program)
  • $74,666 for the Shellsburg Shapes Up with Safety Sidewalks (SSSS) (Draft 2009-2013 Iowa Transportation Improvement Program)
  • $326,000 for Bridge Deck Overlay at Prairie Creek on Highway 30 (Draft 2009-2013 Iowa Transportation Improvement Program)
  • $205,000 for Bridge Deck Overlay at Branch Prairie Creek on Highway 30 (Draft 2009-2013 Iowa Transportation Improvement Program)
  • $1,180,000 for Bridge Replacement at Pratt Creek on Highway 218 (Draft 2009-2013 Iowa Transportation Improvement Program)
  • $1,819,000 for Right of Way and Bridge Replacement on Highway 6, approximately 3 miles west of Iowa 220 (Draft 2009-2013 Iowa Transportation Improvement Program)
  • $15,000 each for the Benton and Iowa County Fairs (HF 911)
  • $10,000 each for the Benton and Iowa county fairs with an option to apply for additional grant dollars (SF 2432)
  • $500,000 for Major maintenance including fire safety improvements at the brail and sight saving school. (HF 911)
  • $869,748 to the Department of the Blind for the renovation of Dormitory Buildings (SF 2432)
